1) IS PARAGUAY A DEMOCRACY?
YES, It is a Democracy.
Paraguay has been a democracy with democratic elections since 1993. The President, Dr. Nicanor Duarte Frutos, succeeded a duly elected President.
"Paraguay's highly centralized government was fundamentally changed by the 1992 constitution, which provides for a division of powers. The president, popularly elected for a 5-year term, appoints a cabinet [The last presidential elections were in April 2003]. The bicameral Congress consists of an 80-member Chamber of Deputies and a 45-member Senate, elected concurrently with the president through a proportional representation system. Deputies are elected by department and senators nationwide. Paraguay's highest judicial body is the Supreme Court. Each of Paraguay's 17 departments is headed by a popularly elected governor.
Paraguay is a member of the United Nations and several of its
specialized agencies. It also belongs to the Organization of American States, the Latin
American Integration Association (ALADI), the Rio Group, INTELSAT, INTERPOL, and MERCOSUR
(the Southern Cone Common Market). Its foreign policy has followed closely the Rio Group's
lead on many issues of wideranging political importance. Paraguay is closely aligned with
its MERCOSUR partners on many political, economic and social issues. "

YES, It is a State of Law.
Dr. Clemente Barrios, then Secretary of Justice, Assessor of the President, has clearly indicated in two audiences with Dr. Alain Saint-Saëns, that Paraguay is and will stay a State of Law, in which rights and duties of citizens and foreigners are legally defined, enforced and respected.

YES, Corruption Has Been Strongly Fought.
The President, Dr. Nicanor Duarte Frutos, has been adamant in his firm showing of an exemplary Government:
- Two Secretaries, members of the Government, whose departments had been guilty of embezzlement, were forced to give their dismissal because of their lack of rapid intervention.
- Openly corrupt Members of the Supreme Court, survival of a shameful past, have been forced to retire, unless they wanted to face legal action. Chief Justice Dr. Victor Nuñez has taken over and helped established a new Supreme Court, respected by all for its honesty and integrity.
4) ARE INVESTORS PROTECTED IN PARAGUAY AGAINST EXTORSION?

YES, THEY ARE HIGHLY EDUCATED AND TOLERANT PEOPLE.
45% of the Paraguayan population is under the age of 15. The President, Dr. Nicanor Duarte Frutos, is a former brilliant Secretary of Education, and he has defined Education as one of the pillars of his Presidency.
